SURVEY REPORT

MEAN HIGH WATER SURVEY
FOR
EAST BAY/EAST BAY RIVER, SANTA ROSA CO., FL
EGLIN AFB - USAF BOUNDARY SURVEY

October 30, 1997

PROJECT LOCATION:

SITE 1: EAST BAY RIVER

North shore of East Bay River in Sections 9, 10, 11 & 12, Township 2 South, Range 26 West, Santa Rosa Co., Florida. (Navarre, FL quadrangle)

SURVEY APPROACH:

Very-Short-Term Tide Study:

Subordinate tide stations were installed approximately every mile along the East Bay River going upstream from the Hwy 87 bridge. Eight stations were installed, the last station upstream was located at the Okaloosa/Santa Rosa county line. Tidal Station Hernandez(1), on the west shore of Garcon Point, was used for control. All of the stations were installed by boat.

Electronic water level monitors (pressure and temperature sensors) were installed at each station. These monitors were installed in a 2" PVC pipe (case) capped at the bottom with holes drilled near the bottom to allow water to enter. An eight foot fence post was driven into the bottom in water 4' to 5' deep. The PVC was fastened to the fence post with hose clamps. Each monitor was placed in the water for a minimum of 15 minutes, prior to start, to allow for temperature stabilization. A laptop was used to initialize and calibrate the electronic monitors. The start time, installation depth, serial number and model of the instrument was recorded in the field notes. The time for each monitor was synchronized with the laptop computer time. Data was collected at 6 minute intervals on 6 minute increments of the hour ( 12:00, 12:06, 12:12 ). Water level readings were recorded simultaneously at these eight stations and the control tide station for (5) cycles of high and low water.

Three bench marks were installed at each station prior to starting each electronic monitor. At the control station, Hernandez Point, levels were run between Bench Marks 9791 D 1977 and 9791 E 1977 (each recovered in good condition ). A level loop was then run between BM 9791 E and the top of case (TOC) through three TBM's. At all other stations a level loop was run through each bench mark and the TOC at each station. Water surface and the top of post was also observed. At all stations a sketch was made in the field book, with the azimuth, distance and description of each bench mark in relation to the station. Each station was also located using a Trimble Navigation 4400 GPS Total Station with a Coast Guard Navbeacon DGPS receiver connected to provide differential corrections. The position accuracy is sub-meter. This position was also recorded in the field book, in Lat/Lon and State Plane coordinates (NAD 83, US Survey Ft.).

Installation was started on September 8 and completed on the 9th. The monitors were removed on September 15th. The data was downloaded at the office. ASCII data files were stored for each monitor. This data was imported into Excel Spreadsheet. The instruments record the distance to the water surface from the specified reference. The reference used in this survey was the Top of Case (TOC). The instruments installed at subordinate tide stations (sub) 2, 3 and 4 were Insitu TROLLs. The instruments at sub 1, 5, 6,7 and 8 were Geogard TUBERs. The TROLLs collected data in meters. The TUBERs collected data in feet. The data was reduced in Excell to staff elevations by subtracting the readings from the TOC elevation of 100.00. The meters were also converted to feet. The data was placed in a table with column and rows aligned by time and date.

All pertinent data was transferred to Standard FDEP Data Collection Forms and computations for Mean High Water were performed.
